Public cleaning contracts can offer a path to larger, longer-term work, but a strong bid begins before a tender notice appears. Build a reliable compliance folder, track opportunities and respond exactly to the procuring entity’s instructions.
Check your eligibility and documents
If the business may qualify for the Access to Government Procurement Opportunities (AGPO) programme, review the current requirements on the official AGPO registration page. The listed documents include identity and business registration records, and may include ownership records and a tax compliance certificate depending on the enterprise category. Confirm the current checklist before applying; do not rely on an old saved copy.
Find opportunities from official notices
Monitor the national tenders portal, relevant ministry and county websites, and the procuring entity’s own notices. Record the tender number, publication date, mandatory site visit, clarification deadline, closing time and submission method in one tracker.
Build a compliant bid
- Read the eligibility and mandatory-document sections first.
- Attend any required site visit and capture the floor area, operating hours, access limits, washroom counts and waste arrangements.
- Map each requirement to a named response and supporting document.
- Show the staffing plan, supervision, equipment, safety controls, service schedule and escalation process.
- Price from the actual scope, including labour, supplies, transport, supervision and contract risks.
- Submit in the exact format and before the stated deadline; retain proof of submission.
Never invent experience, certificates or ownership details. If a requirement is unclear, use the notice’s formal clarification process. A tender win is not guaranteed by AGPO registration; the bid still needs to satisfy the tender evaluation criteria.
